If you’re having a clear-out or taking on a spot of home DIY, you may find yourself heading to the tip on a pretty regular basis. However, for those local to the Fengate Recycling Centre in Peterborough, the process of disposing of your waste just got a little more complicated with the introduction of a new e-permit scheme.

What is the new e-permit scheme?
From the 24th of February 2025, all Peterborough residents planning to make a trip to Fengate Recycling Centre will require a vehicle e-permit. This online permit verifies that you are a local resident and essentially grants you permission to use the tip. It is entirely free and can be issued via email in a matter of minutes.
There are two types of e-permit available: a car e-permit and a van or trailer e-permit. A car e-permit is valid for three years and allows for an unlimited number of visits, whereas a van or trailer e-permit is valid for one year and is limited to 12 visits per year.
If you’ll be visiting the recycling centre on foot or by bicycle, you won’t need an e-permit but you will need to provide proof of address.
Why has this scheme been introduced?
The scheme was introduced in an attempt to prevent visitors from outside of Peterborough from visiting this tip and to limit its use to local residents. It’s estimated that this could help the council save an estimated £63,000 by next April. It’s also hoped that the use of e-permits will reduce congestion at the site during peak times and make disposing of waste here much simpler and stress-free.

How does the e-permit scheme work?
- You’ll need to apply for an e-permit online at the Peterborough City Council website using a valid email address. You’ll need to provide your address and number plate.
- Verify that your vehicle is under the size restrictions. Then, submit your application.
- You’ll be assigned a unique permit and will receive a confirmation email.
- When you arrive at the recycling centre, staff will scan you in. On your first visit, you’ll have to provide proof of your address.
How will this affect residents?

Essentially, this new scheme means that you can no longer just turn up on a whim to dispose of your rubbish; you must have a valid e-permit. It’s likely to have a significant impact on those who own a van or trailer as, because they’re restricted to just 12 visits a year, there is a limit on how much rubbish can be disposed of. If you’re someone who generates a lot of waste and takes on large DIY projects at home, these new rules are likely to be incredibly inconvenient.
Some local residents have also raised concerns that this new scheme may encourage fly tipping as those who don’t have a valid permit or have exceeded their maximum number of visits may choose to dump their waste instead.
